Sneakers Among The Wires: Modern Art Piece Or Drug Dealer Marking?

Another Beige Block sighting had us confused this week. On our walk to class we realized that there were two pairs of shoes hanging from the telephone wires at the intersection of 41st and Chancellor.
Our first instinct was to blame this on pledging. Another friend theorized that it indicates the scene of a violent crime. But then a fellow Street ed and Beige resident told us that it probably marks a dealer's territory. Our Wiki search yielded similarly conflicting views.
